The VisciiCodec class implements the encoding defined in RFC 1456. It's not often used, but also not quite dead.
Since RFC 1456 contains very bad tables, VisciiCodec uses data from Table 3 in http://www.vnet.org/vietstd/report/rep92.htm instead. Wikipedia and GNU Recode agree with that table, so it should be okay.
Constructs a codec for the VISCII character set/encoding.
